Sustainability of services for KPs in EECA

Why did this project come about? At the level of EECA region, the coverage of HIV prevention and treatment services remains insufficient, with only 51% of people living with HIV receiving antiretroviral therapy in 2022. Undoubtedly the cost of HIV services is one of the key challenges for low-income countries. That is why our team focus the efforts on improving the access to and optimizing of the range and costs of HIV treatment and testing in 4 countries.

Which countries are covered by the activities? Kazakhstan, Kyrgyzstan, Moldova and Armenia.

What are our goals?
1️⃣ Removing structural barriers and developing recommendations to increase HIV testing in the EECA region;
2️⃣ As well as shrinking the structural barriers to reduce prices and at the same time to increase ARV coverage in the EECA region.

Who is this effort for? First of all — PLWH and representatives of other key populations, who are who are at risk of HIV.

Who else is covered by the activity? Also in front of us are the medical professionals, as well as officials and decision-makers in the field of healthcare.

What results are expected?
✔️ Regular publication of analytical reports on the situation with rapid HIV testing and HIV treatment monitoring tests (CD4 and VL) in 4 project countries;
✔️ Overall savings as a result of optimizing prices for the purchase of ARV drugs in in project countries by 15% (compared to costs in 2021);
✔️ Overall savings from price optimization for HIV monitoring tests (CD4 and VL) in project countries by 20% (compared to costs in 2019).

What’s the action plan?
▪️ Collecting data on savings as a result of optimizing prices for the purchase of ARV drugs in accordance with the methodology prepared by the ‘100% Life’ Network;
▪️ Conducting a monitoring (including CLM) and preparation of relevant analytical notes on HIV testing (CD4, VL, rapid HIV tests);
▪️ Technical assistance to country teams in data analysis, description of results, development of recommendations, and publication of analytical notes on HIV testing (CD4, VL, rapid HIV tests);
▪️ Technical assistance to national teams to present the results of HIV monitoring studies and rapid tests to stakeholders (including the Ministry of Health, Parliament, and other responsible bodies);
▪️ Advocacy by PLHIV community and national experts to reduce prices and increase access to ARV and diagnostic systems in accordance with the developed advocacy plans;
▪️ Technical assistance to PLHIV communities and national experts in direct negotiations with pharmaceutical manufacturers to reduce prices and increase access to ARV and diagnostic systems;
▪️ Technical assistance to countries to implement an advocacy plan for lowering prices, streamlining testing protocols, and expanding access to testing (including promotion of research results);
▪️ Publication of HIV testing report (CD4, VL, rapid HIV tests) on procurement conducted in 2023;
▪️ Co-organization and holding an ECAT meeting, as well as negotiations with manufacturers of diagnostics to participate in the meeting besides price reduction negotiations;
▪️ Providing media coverage of advocacy activities and planned presentations of analytical materials.
